Glasgow Council has a vision for the city to flourish as a modern multi-cultural city of opportunity, culture, and sporting excellence and is redefining its service level provision to enable this.

Glasgow City Council, which has over 10,000 employees, recognised that many of its city centre buildings were inefficient and no longer fit for purpose, and embarked upon a programme of selecting which buildings to retain, and how to utilise these most effectively. Many factors regarding the buildings themselves were taken into account such as age, condition, tenure, M&E services, efficiency, etc, but also the opportunity to introduce a new working ethos for the 4000 plus city centre staff was embraced. Individual departments had tended to ring fence facilities such as reception areas, public-facing services, training areas, etc, and did not regard them as being a shared city centre facility. However, the initiative to focus on selected buildings opened up the possibility to adopt more flexible working practices, re-visit workstation standards in line with OGC recommendations, reduce paper storage, improve communications and levels of customer service, and make substantial savings on running costs.

In summary it meant that by taking bold steps, not only could bottom line costs be greatly reduced but customer service levels could be improved, and greater empowerment of staff be delivered.

The main steps in the process were as follows:

  • Project scope
  • Survey and create CAD record of all city centre buildings
  • Cost analysis of leased/owned buildings
  • M&E survey of selected buildings
  • Analysis of building efficiency and space utilisation
  • Industry benchmark comparisons
  • Test planning of buildings
  • Systems/structure/furniture implications
  • Service level improvements
  • New work practices
  • Records and storage management
